can know their function and use it for debugging
can based on knowledge of the function of main cards, CPU, memory, I/O controllers, buses and persistent storage media: identify main metrics and benchmarks for various types of equipment and identify possible sources of error and how they present themselves
can use shell commandos and monitoring and configuration tools in either Windows or OSX/Linux
can use the TCP/IP model and knowledge of protocols belonging to it to analyse the entire process of connecting to a LAN and downloading e.g. a web page

can carry out systematic debugging and repair of typical problems of hardware and software.
can give qualified recommendations for the choice of ISP and web products/subscription types, and for local network equipment based on an estimate of the need for bit rate and service quality.
can use standard tools for debugging and correcting network connections.
